In order to measure people’s real intelligence (Intellectual Potential or I.P.), some evaluation tests would need to be developed by relevant experts of various fields like: psychology, ethnology, neurology, sociology, etc.
These tests should be unbiased regarding people’s culture, religion, gender, race, education and background and should be focusing on measuring not only raw intelligence, but practical intelligence as well...
In the absence of being able to measure the IP, we will need to be satisfied, for now, with measuring the IQ.
Intelligent people are the best suited individuals to solve any problems. Unfortunately, intelligence has never been a requirement to become a political candidate. Geniocracy is the framework for a system of government (which was first proposed by Rael in 1977) that advocates a certain minimal criterion of intelligence for political candidates and the electorate.
Being able to apply existing solutions to existing problems is not a sign of intelligence but simply an ability to find, into books, memory, internet or among our social contact network, already existing solutions for existing problems. But what if there is: a new and never existed before, problem to solve? Or, what about using a new innovative solution to better solve an old existing problem? Unfortunately, because it has never been done before, there can’t be any precedent nor record as how to do that. So, since the relevant experience isn’t available, it can’t be taught at school or universities...
Therefore, having a long list of credentials, titles or social connections, is not a sign nor a proof of being intelligent! Being knowledgeable or having a great memory, is not a guarantee either of also being intelligent, but simply an acknowledgment that we spent some time to learn something. Intelligence is less the ability to learn knowledge and memorize it, but rather the ability to adapt, modify and apply knowledge in ways that have never been done before!
The voting mass objectivity is blinded by candidates that are charismatic, eloquent and are exhibiting their titles... all of which are absolutely not a proof of the candidates intelligence nor of their abilities to better solve problems for the benefice of the population they wish to serve... This is why, the voting right should not be given to people unable to distinguish charlatans’ promises from real potential solutions and improvements!
In a nut shell, Geniocracy is a political system that prevent corrupted, morally bankrupt and poorly or unqualified candidate to be elected. It does so through selective filters that eliminate all unsuitable candidates. Only the most intelligent people, with an exceptional aptitude to solve problems and help the population could be elected.
We can easily imagine how scientific advances, under a government of geniuses, would create a better world: one in which every person would be entitled,— not only to basic necessities of life, but to an existence in which:
“The right to simply live to work would be replaced by the right to freedom and self- fulfillment !”
